Organize backup, NocoDB, and database debug tools into a single utilities menu

Consolidate backup, NocoDB configuration, and database debug functionalities into a new "Utilities" section, accessible via tabs within a single page. This refactors routing to redirect previous paths to the new utilities page and updates the sidebar navigation accordingly.
