Improve reconciliation process by skipping already validated deliveries

Update client-side logic in BLReconciliation to exclude deliveries with a 'reconciled' status from automatic verification. Modify server-side InvoiceVerificationService to implement permanent caching for reconciled invoices, preventing redundant checks.
