michaelschal 81a51c6540 Fix error when updating announcements by adding missing get announcement functionality ...

Add the `getAnnouncement` method to `AnnouncementStorage` implementations and update the `IAnnouncementStorage` interface to resolve a `TypeError` during announcement updates.
